You cannot close on a WCDA mortgage or down payment assistance loan without a certificate from the Wyoming Housing Network. This is not optional paperwork — it's a hard eligibility requirement. But the WHN course is faster and cheaper than most buyers expect, and completing it early actually strengthens your position before you start making offers.

What Is the Wyoming Housing Network?

Wyoming Housing Network, Inc. (WHN) is a HUD-approved nonprofit housing counseling agency. It is the designated provider of pre-purchase homebuyer education for all Wyoming Community Development Authority (WCDA) mortgage programs, including the Standard First-Time Homebuyer loan, the Advantage and Edge products, the Spruce Up rehabilitation loan, and both DPA second mortgages.

WHN's HUD designation means its counselors meet federal standards for financial counseling neutrality — they cannot recommend specific lenders or products, which keeps the advice genuinely buyer-focused.

What the Education Covers

The program has two required components:

Online course. An interactive self-paced curriculum covering the full arc of the home purchase process: budgeting and credit preparation, understanding mortgage types and loan estimates, the purchase contract, inspection and appraisal, title and closing, and post-purchase financial management. Expect to spend four to eight hours depending on how carefully you work through the material. The content is Wyoming-specific where relevant — it covers WCDA programs, Wyoming's title company closing process, and property tax mechanics.

One-on-one counseling session. After completing the online course, you complete a personalized session with a WHN housing counselor. This is a budget and readiness review: the counselor examines your income, debts, credit profile, and target purchase price and provides an Action Plan document outlining what you need to do before or during your home search. This session is where questions about specific WCDA programs, down payment sources, or credit repair get answered at your actual situation level rather than in general terms.

Cost and Certificate Validity

The registration fee is $50. This covers both the online course and the counseling session.

The certificate of completion you receive is valid for 18 months from the date of issue. You can and should complete the education before you have a real estate agent or an active property search. Completing it early lets you:

  • Satisfy the WCDA requirement before you're under contract time pressure
  • Start your home search knowing exactly what you qualify for
  • Use the Action Plan to address any credit or savings issues before your purchase timeline begins

If your certificate expires before you close — for example, if your search takes longer than 18 months — you will need to complete the education again.

When to Contact WHN Outside of WCDA

WHN's counseling services extend beyond pre-purchase education. HUD-approved housing counselors can assist with:

  • Rental assistance and eviction prevention — if you're a renter experiencing hardship that is delaying your ability to save for a down payment
  • Foreclosure prevention — if you're an existing homeowner in default
  • Reverse mortgage counseling — federally required before taking a Home Equity Conversion Mortgage (HECM)
  • Post-purchase counseling — if you're an existing owner facing financial stress that could affect your mortgage

These services are available regardless of whether you're pursuing WCDA financing.

  1. Complete the WHN online course (4 to 8 hours, self-paced)
  2. Schedule and complete the counseling session
  3. Receive your 18-month certificate
  4. Contact a WCDA-approved lender for pre-approval
  5. Begin your property search with both your certificate and pre-approval letter in hand
