Georgia Down Payment Assistance Programs: Complete List for 2026

Georgia's down payment assistance ecosystem is larger and more varied than most buyers realize. The state-level Georgia Dream program is well-known. Less well-known are the city of Atlanta's multiple grant programs, the Augusta municipal program, military-specific variants that waive first-time buyer requirements, and federal products that layer on top of everything else.

Understanding the full landscape before applying is worth the time — buyers who research only through the Georgia Dream website often miss local programs that could add $10,000 to $20,000 in additional assistance or grant structures that do not require repayment.

The Georgia Dream Homeownership Program (State-Level)

Administered by the Georgia Department of Community Affairs (DCA), Georgia Dream is the anchor program for most first-time buyers in the state. It provides:

  • Standard DPA: 5% of the purchase price, maximum $10,000 as a zero-interest deferred second mortgage
  • PEN DPA (Protectors, Educators, Nurses): 6% of the purchase price, maximum $12,500, for law enforcement, firefighters, EMS, teachers, healthcare workers, and active military/veterans
  • Choice DPA: 6% of the purchase price, maximum $12,500, for households with any family member living with a documented disability

All three tiers are structured as deferred loans, not grants. No monthly payments accrue, but the full balance must be repaid when you sell, refinance, or transfer title. This is an important distinction — it reduces your eventual equity rather than disappearing.

Eligibility requirements:

  • Income limits: $130,290 (1-2 people) / $149,833 (3+ people) in major metro MSAs; $98,400 / $113,160 in other counties
  • Purchase price cap: $550,000 in most metro counties; $400,000 in rural and non-metro areas; $650,000 for the Peach Plus variant
  • Credit score: 640 minimum; 660 for manufactured homes
  • Liquid assets: Cannot exceed $20,000 or 20% of the sales price immediately after closing
  • Minimum borrower contribution: $500 to $1,000 of personal funds
  • Mandatory homebuyer education: 8-hour course through a DCA-certified or HUD-approved agency (E-Home America online option costs $50)
  • Primary mortgage must be FHA, VA, USDA, or conventional

Timeline caution: Georgia Dream borrowers undergo a dual underwriting process — once with the primary lender, once with DCA's compliance reviewers. The DCA requires a fully underwritten file at least 10 business days before closing. In competitive markets where sellers prefer quick closings, Georgia Dream borrowers are sometimes less attractive than conventional buyers without this constraint.

Invest Atlanta Programs (City of Atlanta Only)

For buyers purchasing within Atlanta city limits, Invest Atlanta offers several programs — some of which provide true grants that do not require repayment:

HOME Atlanta 4.0: A grant equal to 3.5% of the purchase price, fully forgiven at closing with no repayment obligation. Requires FHA or VA financing, 660 minimum credit score, maximum purchase price of $325,000, and $1,500 borrower minimum contribution. This is the best first-time buyer grant in the state for buyers in the eligible price range.

Atlanta Affordable Homeownership Program (AAHOP): Up to $20,000 forgiven after 5–10 years of residency. Lower credit threshold (580 minimum), but tight purchase price caps: $223,000 in Fulton County, $215,000 in DeKalb County for existing homes. Liquid assets capped at $10,000.

Intown Mortgage Assistance Program (IMAP): $10,000 as a deferred loan (not forgiven; repaid at sale or refinance). Works with conventional, FHA, or VA loans. No income lock-out from appreciation — useful for buyers above AAHOP's asset limits.

Atlanta Housing Authority DPA: Up to $20,000 for standard first-time buyers; $25,000 for public safety, educators, healthcare, military, and veterans. Maximum purchase price $375,000. Income must not exceed 80% AMI. $1,500 minimum borrower contribution.

All Invest Atlanta programs require purchase within Atlanta city limits. Suburban municipalities that use Atlanta's name (Decatur, Sandy Springs, Brookhaven) are not eligible.

Augusta-Richmond County Program

Augusta operates a municipal down payment assistance program providing a deferred forgivable loan of up to $10,000, forgiven after five years of continuous owner-occupancy. Available to income-qualified buyers purchasing in Richmond County. Stacks with Georgia Dream, creating up to $20,000 in combined potential assistance. Military and Veteran Programs

Georgia Dream Peach Select VA: Waives the first-time homebuyer requirement for VA borrowers. Allows veterans and active-duty service members who previously owned homes in other states to access state-level assistance. Offers a below-market interest rate on the primary VA loan.

Georgia Dream Peach Plus: For buyers who need higher purchase prices (up to $650,000) or higher household incomes (up to $195,435). Market-rate pricing, but expands the eligible buyer pool beyond standard Georgia Dream income caps.

100% Disabled Veteran Property Tax Exemption: Not an assistance program per se, but eliminates all state and county property taxes on the primary residence for veterans with a 100% service-connected disability rating. The annual financial benefit can be $2,000–$5,000 depending on county.

Federal Programs That Stack with State/Local Assistance

USDA Rural Development (Zero Down): For properties in USDA-eligible areas outside dense urban cores. Combines with Georgia Dream DPA to cover closing costs even when no down payment is required. Income limit $119,850 for 1-4 person households.

Federal Home Loan Bank of Atlanta Community Partners: Up to $20,000 for current or retired law enforcement, firefighters, educators, and healthcare workers with income at or below 80% AMI. Available through FHLB member institutions. Stacks with Georgia Dream and local municipal programs.

Nurse Next Door Program: Up to $9,000 in grants and $24,000 in down payment assistance for healthcare workers. Does not require a standard homebuyer education course. Available nationally, including Georgia. Administered through participating lenders.

Is It a Good Time to Buy in Georgia?

The 2026 Georgia housing market is more accessible than it was at the 2022–2023 peak. Key indicators from the 2025 Georgia REALTORS annual report:

  • Statewide median price held flat at $360,000 (0% change year-over-year)
  • Average days on market expanded to 56 days (up 21.7%)
  • Active listings increased 13.1% to 40,189 homes
  • Sellers received an average of 95.4% of list price (down from prior year)
  • The $250,000–$350,000 segment recorded the highest volume of closed sales at 32,929 transactions

This is a stabilizing market. It is not a buyer's market in the way that 2010–2012 was a buyer's market, but sellers have significantly less leverage than they did two years ago, and the combination of expanded inventory and flat pricing means buyers have more room to negotiate, more options to evaluate, and more time to use programs like Georgia Dream without losing deals to faster conventional offers as consistently as they did at the height of the market.

For buyers with solid credit and adequate savings, the fundamentals favor action in 2026 — particularly in the sub-$400,000 segment where assistance programs create the most leverage.
